NSCP – National Road Transport Data Exchange Platform

Challenge

The European eFTI regulation is changing the way freight transport information is stored, accessed, and exchanged across the EU. Instead of relying on paper-based transport documentation, competent authorities need secure digital access to regulatory freight data, while economic operators and certified eFTI platforms need a standardised way to make that data available.

NSCP was designed as a national eFTI environment that supports these requirements in the Croatian context, while remaining fully aligned with the wider European interoperability model. The challenge was to define and implement a modular, secure and future-proofsystem that could support national and cross-border data exchange, strict access control, auditability and integration with multiple internal and external components.

Project Goals

    Establish a National eFTI Access Point

    Create a system foundation that enables competent authorities to access electronic freight transport information through a secure and regulated digital channel.

    Ensure EU Regulatory Alignment

    Design the system in accordance with Regulation (EU) 2020/1056 and related implementing and delegated acts, making the solution applicable beyond the Croatian national system.

    Support Cross-Border Interoperability

    Enable communication with certified eFTI platforms and eFTI portals of other EU Member States through standardised components and message flows.
  • 04

    Provide Secure Access and Full Traceability

    Ensure that every access request is authenticated, authorised, logged and auditable, with clear rules for permissions, roles and data visibility.

Solution

Kodilion contributed to the pilot implementation and production-ready solution for NSCP, a national system for electronic storage, access and exchange of road freight transport data.

Our work covered the definition and implementation support of key system components: the eFTI Portal, Authority Access Point, Register of Identifiers, Register of Authorisations, user application for competent authorities, and an advanced analytics layer. Together, these components form a controlled digital environment for requesting, routing, accessing, and auditing eFTI data.

The solution was designed as a modular architecture, aligned with the European eFTI ecosystem. NSCP supports national use cases, where Croatian competent authorities access data through the national environment, as well as cross-border scenarios where data exchange involves eFTI platforms and portals from other EU Member States.

A strong focus was placed on security, interoperability, and future adaptability. The system separates responsibilities between components, relies on clear authorisation rules, records audit trails for all relevant interactions, and provides a foundation that can evolve with future regulatory, operational and technical changes.

    Reference Architecture Defined

    A modular architecture was designed for the national eFTI environment, covering business, application, data, infrastructure, security and integration layers.

    Core eFTI Components Specified

    Detailed functional and technical requirements were prepared for the eFTI Portal, Authority Access Point, Register of Identifiers, Register of Authorisations and user application.
  • 03

    Secure Access Model Established

    The access model was designed around authentication, authorisation, role-based visibility, legal basis, audit logs and controlled access to regulatory freight data.

    National and Cross-Border Flows Supported

    The solution supports both domestic access scenarios and interoperable EU-wide exchange through eFTI platforms and portals of other Member States.

    Advanced Analytics Enabled

    The system design includes integration with an analytics and reporting layer, enabling aggregated reporting, monitoring of eFTI usage and reconstruction of relevant activities.
